Bump @tootallnate/once, @angular/cli and @angular-eslint/schematics

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [@angular/cli](https://github.com/angular/angular-cli) and [@angular-eslint/schematics](https://github.com/angular-eslint/angular-eslint/tree/HEAD/packages/schematics). These dependencies need to be updated together.
