Update code to work with 0.4 version of licensecheck_jll and add functions to manipulate active set of licenses.

This will only work together with version 0.4 of licensecheck_jll, proposed in JuliaPackaging/Yggdrasil#12455

MacOS failures are #11; these are fixed on Julia nightly (tested locally). Hopefully that fix can get backported to 1.10/1.12.
