Scrolling layout windows should retain their size when moved between workspaces

What's the problem?

I want to be able to move a window from one workspace, to another workspace, without it changing size. Other scrollers such as niri, keep the window size when moving between workspaces, and in general avoid automatically resizing windows at all in a scrolling layout.

What's your proposed solution?

Window retains size when moved between workspaces in the scrolling layout. Imo should be the default setting, as it's what most people will be expecting coming from other scrollers.
