Mods are able to close ModMail thread without providing justification/reason and it's frustrating for a user experience.

Would love to be able to require a reason when closing ModMail threads for mods.

We've asked mods to please remember to always provide a reason but sometimes they forget.
Who will this benefit?
This benefits me as admin so I can spot check that mods are using ModMail correctly and closing DMs appropriately and it benefits the end user as they receive a response.
