for future: we still need to figure out how to handle the CI use case, and we should clearly document that devEngines is expected to always be a subset of engines for packages.

This PR moves #15 into a file in the repo. The file in this PR is almost identical to the top post of that issue, with the addition of headings and intro sentence and some links at the end.
