Missing Reviewer/labels fields during PR openning

When a developer is opening a PR he can't see all the fields on the right side (pic attached)

Note that once the PR is opened, he can see it.

Is there a reason for that?

User permission in Github is set to Triage, when changing to Write we don't see this issue
