Copilot Code Review

With the ruleset’s “Automatically request Copilot code review” set to “Review new pushes”, clicking “Update branch” on a PR creates a merge commit and triggers a new Copilot review, even though the PR diff is unchanged. This uses up review quota for no new content. Please add an option (or make it the default) to skip new-push reviews when the push only merges the base branch into the PR branch.
