Add support for maxPitch on MapboxGL.Camera

Both native SDKs support this and I am running into a use case where this would be great to have exposed on the react native side.
On iOS: mapView.cameraBounds = MGLCameraBoundsOptions(maximumPitch: 45.0)
And Android:

CameraBoundsOptions boundsOptions = new CameraBoundsOptions.Builder()
    .maxPitch(45.0f)
    .build();

mapboxMap.setCameraBounds(boundsOptions);
