Calculate and expose the stale block rate per network #94
Description
Recently, there has been discussion about a higher stale block rate caused by worse block propagation (e.g. compact block reconstruction being hindered). It would be good if fork-observer would:
- calculate the stale block rate over the last 1008, 2016, X, Y, Z blocks
- expose it via the API
- show it on the frontend
