Implement block kernel in MASM #1706
Description
Implement the transaction batch kernel in Miden Assembly.
The goal would be to have the logic contained in ProposedBlock and ProvenBlock and their constituent parts implemented in MASM.
Block kernel inputs were described in #920 (comment).
