Improve Voter Display to Include Off-Line RTCMs

Improve both app_rpt CLI and Allmon3 display to include inactive (off-line) RTCMs.

Inactiveness might be determined from RTCMs which are not reporting active (timed out) and are configured in voter.conf or allmon3 configs (respectively).

Can you elaborate on what the use case is for this type of data? It may influence how the data is presented, if this feature is implemented. Or, how you would envisage the state/data to be presented?

The requirement is to see all RTCMs for a given node, even the offline ones. This would assist system managers with maintenance needs and troubleshooting tasks.

The requirement came from one of the groups I support. Their Allmon3 screen below shows slightly more than half of their deployed RTCMs for this node. They would like to see the off-line RTCMs here as well, perhaps with a RED bar or triangle exclamation point icon.

It would also be useful to have this functionality on the Asterisk CLI as well. Perhaps the voter display xxxxx cli command could list the off-line RTCMs below the active ones.
