Apple Watch: Outdated Logs attached

Description

We had a recent case where the 'Attached Debug Logs' for the Apple Watch were outdated and a few days old.

Logs are over a week old on a new ticket. It would be nice if we could add a warning when the logs are outdated or have a way to force a sync for new logs to be pulled.

We should be able to add a prompt when using the cached log for the user to connect their watch and retry the fetch. They could skip this if they don't care about outdated logs. Before this change, the watch had to be connected when the user reported feedback and most users were not doing this. It's better to have some logs than none at all so I think this prompt should be optional.

Would it be necessary to also add "outdated" detection to make sure we don't mistake logs as recent?
