Add support to easily retrieve application logs from a running Azure application

When an Azure service was provisioned/deployed with azd - there should be an easy way for users to acquire the application logs for the service.

Ideas

Run azd monitor <service> - This will get the running application logs to tail them to the console output.

Triage update: azd monitor currently opens Azure Portal URLs in a browser (--live, --logs, --overview). It does not support CLI-based log streaming/retrieval.

The agent extension has azd ai agent monitor with --tail and --follow flags for log streaming, but this is extension-specific.

What's needed for this issue: Direct CLI log streaming for general service targets (App Service, Container Apps, Functions) — e.g., azd monitor --tail that streams logs in-terminal without opening a browser.
