Move the 12.3.0 (IAuthorizationHeaderProvider2) and 12.4.0 (TokenAcquisitionMetadata.ExpiresOn) additions from PublicAPI.Unshipped to PublicAPI.Shipped across all TFMs now that 12.4.0 has shipped, add the #259 changelog link, and bump the version to 12.4.1. Post-release housekeeping for the shipped 12.4.0 package, following the same pattern as the last release PR (#256).
