Update the chatbot prompt to treat the source library as unseen

Update prompt to say something like: "When you are asked a question, respond as if you are a chatbot with a library of sources that the user can't see. The user did not uploaded these sources, so they don't know about them. You have to explain what is in the sources and give references to the sources."

@katjost FYI We did update the prompt and are planning to deploy with with additional improvements to the chatbot instructions from @sue-hntr and @SarahSorlien based on their testing

I am beginning work on this issue today. I will utilize ChatGPT to help improve the Python instructions on this issue by providing current sample AskJJ responses to relevant prompts. I will then ask Chat to incrementally enhance the Python instructions to more closely match our desired response text.

One example:
Change “There is no information in your uploaded documents”
to: “There is no information in the Balancer provided documents”

Hopefully, I'll have some good news to report at today's online meeting.
