[Extensions] AlternateColor and AlternateItemTemplate don't update

Describe the bug

If the AlternateColor or AlternateItemTemplate property changes without adding/removing an item from the 0th index, the background color / item template will not be updated

Steps to reproduce

1. Make a ListView with a set of items
2. Programmatically adjust the attached property (or adjust with hot reload)
3. Notice the items are not updated

Expected behavior

The property changed callback should invoke an update on all items in the ListViewBase
