Improve configuration and environment variables

Changes Proposed

• Moves configuration file to root directory
• Renames configuration file to .env from dev.env
• Adds a config file for loading environment variables, this is where configuration getting/setting should be done
• Add environment variable to control log levels so they aren't cluttered e.g. API actions are logged as debug since this can be seen from the server side and isn't necessary information to the user
