What happened?

the :bchat seems to only be local, aka for client, which seems weird since it's basically useless like this, and with that it can't be used for it's moderation purpose.

Steps to reproduce

1. Use :bchat command.
2. write a message and press enter.
3. other people won't be able to see that chat bubble with message.
