Action Performed:

1. Go to staging.new.expensify.com
2. Log in with a new account (no workspace).
3. Go to self DM.
4. Click + > Create expense > Manual.
5. Enter amount > Next.
   → On confirm page, Reimbursable field is absent because account does not have workspace - Expected according to Reimbursable field on unreported expense #75635
6. Click Create expense.
7. Open the expense.

Expected Result:

Reimbursable field should not be present in unreported expense when account has no workspace (#75635).

Actual Result:

Reimbursable field is present in unreported expense when account has no workspace.

Workaround:

Expense - Reimbursable field is present in unreported expense when account has no workspace

What is the root cause of that problem?

When an unreported expense is displayed and the account has no workspace, policyForMovingExpenses is undefined, so policy becomes undefined

In shouldShowReimbursable, when policy is undefined, policy?.disabledFields?.reimbursable is undefined, so undefined !== true evaluates to true, causing the condition to pass and the field to show
