Explanation of Change

• This PR is the 2nd step to remove Onyx.connect() for the key: ONYXKEYS.COLLECTION.REPORT in src/libs/ReportUtils.ts.
  This PR focus on the following flows:

1. getReportOrDraftReport -> hasRequestFromCurrentAccount (ReportActionsUtils) -> moveIOUReportToPolicy
2. getReportOrDraftReport -> hasRequestFromCurrentAccount (ReportActionsUtils) -> moveIOUReportToPolicyAndInviteSubmitter (actions/Report)
3. getReportOrDraftReport -> hasRequestFromCurrentAccount (ReportActionsUtils)
