Expose SE_FOLDERCHANGED for plugins

Feature request: Expose SE_FOLDERCHANGED event for plugins.

According to this question and answer, SE_FOLDERCHANGED is now available only for macros.

Proposed technical implementation details (optional)

It would be ideal if this event is also sent for the active panel when the Far Manager starts.
