This PR contains 16 json metadata from DesInventar. Originally this data was skipped on first iteration due to the signal type `general_loss`, and the original HDX metadata doesn't name a specific hazard type (flood, earthquake, etc.). It's a multi-hazard loss inventory, while the pipeline requires an explicit `hazard_type` match. GFDRR/rdl-standard#371 (comment)
