fix ckanext-dcat_usmetadata #5107
Description
This extension provides a new dataset form for inventory.data.gov. As of now the tests are failing, preventing any update PR to go through. A recent update was done via publishing Pypi package using a bugfix branch.
How to reproduce
A PR with minor change fails to pass PR checks.

Work-around
publish Pypi using bugfix branch.
