Question: how to debug issues loading http://localhost:8080

hi, this is not an issue with the code, so if this is the wrong place to post, please redirect me and close this.

I'm able to run through the tutorial demo app which works when I deploy it, but I'm unable to run it locally for testing via http://localhost:8080
On Windows 10 neither in Chrome nor Edge browser, just the standard "This site can’t be reached"

For anyone else landing here with this problem, a solution was found thanks to this post:

I have suggested to google to update the documentation as follows:
