Move annotations from RosettaCore -> RosettaAnnotations

Sounds good to me. We could theoretically change the method signature from Class<? extends JsonDeserializer> using(); -> Class<?> using(); which eliminates the jackson-databind dependency, but at the expense of being more error-prone
