This PR refactors
dpctl.SyclEventclass to follow design of otherdpctl.Sycl*classes, defining a default constructor, constructor from a "SyclEventRef" capsule, and functions to retrieve execution status info and profiling info.examples/python/sycl_timer.pyandexamples/python/dppy_kernel.pyillustrate that functionality.
