I don't know why you just removed the .gitlab-ci.yml that was there and used by RGL but this is bad form.

There was no discussion. CI is code like all the rest. This move breaks a lot of stuff I had worked on.

It was moved: #691. Sorry you were neither tagged nor asked for a review; the PR title is also quite vague. This is an example of why we need a CODEOWNERS file.

This move breaks a lot of stuff I had worked on.

You should be able to modify your fork's settings to use .gitlab-rgl.yml as the CI/CD configuration file.

In the future we should disallow such custom fork-specific files to exist in the main fork.
