Issue
Environment and repo setup can be difficult. There can be OS and CUDA differences, python versions which make installation unreliable.
Solution
Adds a .devcontainer the GRiT repo to standardize development environment and automate setup such as creating grit conda environment, downloading pre-trained models, installing detectron2, et cetera
This should help address issues with setup such as #13
