Bump on-headers and morgan in /js
Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [@jupyterlab/builder](https://github.com/jupyterlab/jupyterlab). These dependencies need to be updated together.
