feature request: support of local library #49

Hi!
I got restrictions to use gifs at the company and feel life got gray as a result. Found this and figured I'd be happy. But seems giphy and tenor themselves are blocked, not just the windows built-in selector feature. So, to be able to either point to a separate repository or local folder would be neat. I understand it comes with additional implications regarding metadata and searchability, but figured I'd throw the idea out there, at least. :)
