Fixes #186 by adding documentation for the
/worldsendratecommand.I must have forgotten to add it back when I added this feature.
This PR also adjusts the bracket notation to use the more conventional
[optional]vs.<required>style.While I was at it I also documented the new redpiler compile flags.
