There's no reference in code to SVN_FLAGS and we loose GIT_FLAGS (obsolete Debian patch)
Also if PGFLAGS (which concat POSTGIS_INC an dPOSTGIS_LIBS) it should be removed everywhere.
same should be done for XMLFLAGS FCGIFLAGS ?
