Transition NEPTUNE to capgen

• Replace prebuild as code generator with capgen, using old cmake include files instead of capgen datatable, and using the current interstitial DDTs managed by the host model
• replace cmake include files with capgen datatable
• Remove interstitial DDTs from host model, let capgen manage the data
