Description
This PR introduces changes to the Block API process, data is extracted from PDS and is used to update the Demographic table.
Context
This change is required as in the current process if the Participant is not present in the demographic table the three point fails and the participant is not blocked, hence the participant data needs to be extracted from the PDS and added to the demographic table.
