Support fixes currently require a normal release before downstream validation can consume them. This adds a manual workflow that publishes the selected public commit as a single-wheel scratch image at
ghcr.io/nvidia/skillspector-hotfix, with an immutable digest for the consumer to review and approve.The build context contains only committed package source, metadata, README and LICENSE. Checkout credentials, unrelated fixtures and local files are excluded. Publication is opt-in and does not change normal release tags.
Validation: seven publisher/release-workflow tests passed, including execution of the context preparation and building/inspecting a real wheel with its license. Ruff and whitespace checks passed. A Docker/GHCR round trip remains to be exercised after workflow/package permissions are configured; the package must be publicly readable for anonymous consumers. This draft does not publish an image.
