Enable cuTile fused 1-NN on sm_103 with FP32 and FP16 relaxed/strict cubins plus a high-dimensional tile, following the sm_100 layout. Register the exact architecture and add smoke coverage. Generation and registration are conservatively gated on CUDA compiler 13.1 or newer; CUDA Toolkit and Tile IR versions are independent, so this may exclude older compilers paired with newer Tile IR.
sm_103 reuses the sm_100 relaxed/strict tile shapes and has its own high-dimensional entry (256x256, 4 CTAs). should_use_high_dim_tile selects that entry for n >= 1000 and k >= 1536, the region where the strict tile was losing to the legacy path, so no fallback to the legacy backend is needed. Its tile numbers start from the sm_100 configuration and are the place to put the tuned sm_103 ones.
Validation
On B300 (sm_103), CUDA 13.3.1, Tile IR 13.4, CMAKE_CUDA_ARCHITECTURES=103, and multi-GPU algorithms disabled:
Configured and built NEIGHBORS_TEST and CUTILE_SMOKE_TEST. The generator emitted fused_1nn_float_i32_hd_sm_103_cubin.cpp and fused_1nn_half_i32_hd_sm_103_cubin.cpp, and libcuvs.so plus both test binaries linked.
At head 4fd65c7, the smoke cubin and all four FP32/FP16 strict/relaxed fused cubins launched with a largest distance error of 5.44e-4 against a 3e-3 float64 reference.
The configured pre-commit checks for the updated files pass, including clang-format, cmake-format, cmake-lint, include, copyright, and secret checks.
These runs do not separately instrument which tile the automatic path picks for each shape; the high-dimensional thresholds and tile sizes above are the ones to tune.
An earlier revision of this PR fell back to the legacy backend for large high-dimensional candidate sets on sm_103, together with tests for that fallback. Both are gone.
Separately, a 2-CTA reproduction for (100000,1000,1536) and tile (128,512,16) returned from launch but did not complete device synchronization within a 60-second process timeout; the automatic-CTA control completed. The cause is not established, and the 2-CTA path is not enabled by this PR.

Added cuTile support for NVIDIA SM 10.3 GPUs with CUDA 13.1 or later, including fused 1-nearest-neighbor operations for FP32 and FP16 data.
SM 10.3 support is unavailable with earlier CUDA compiler versions. Support for NVIDIA SM 10.7 continues to require CUDA 13.4 or later.
The build gates cuTile support for SM 10.3 on CUDA 13.1 or later. Architecture recognition, smoke tests, and fused 1-NN planning include conditional SM 10.3 support.

Summary
Enable SM 10.3 architecture support cpp/CMakeLists.txt, cpp/include/cuvs/detail/jit_lto/cutile_arch_tags.hpp, cpp/src/detail/jit_lto/cutile_smoke/cutile_smoke_matrix.json, cpp/tests/CMakeLists.txt, cpp/tests/detail/jit_lto/cutile_smoke.cu
CMake enables SM 10.3 for CUDA 13.1 or later and passes the feature definition to targets. Architecture tags, cubin export, and smoke-test expectations account for SM 10.3 when enabled.
Register SM 10.3 fused 1-NN variants cpp/src/distance/detail/fused_distance_nn/cutile/fused_1nn_cutile_matrix.json, cpp/src/distance/detail/fused_distance_nn/cutile/fused_1nn_planner.hpp
The float and half matrices add SM 10.3 tile variants. The planner conditionally selects and registers those variants.
No actionable merge-blocking risk remains identified.

Compile the SM 10.3 backend probe in NEIGHBORS_TEST.
NEIGHBORS_TEST defines CUVS_CUTILE_ENABLED but not CUVS_CUTILE_SM103_ENABLED, so the header default of 0 removes the backend-probe assertions. The threshold assertions still run. This is missing regression coverage for otherwise working behavior, not a dead test parameter or a failing test workflow.

Thank you very much for adding 10.3!
We only need to tune tile configs for 10.3. The fallback to legacy and its downstream lines of code are likely not needed afterwards. I will search for the configs and provide them here.
The reason will be displayed to describe this comment to others. Learn more.
We shouldn't fallback to legacy. Instead, on each architecture, we have an additional tile config (tile shape, occupancy, num_ctas) which are tuned for high-dimensional region (e.g. n > 1000, K > 768).
You could have a look at cutile_abi_high_dim and should_use_high_dim_tile
The reason will be displayed to describe this comment to others. Learn more.
Implemented it that way in ee823da instead of a fallback: sm_103 now registers a high-dimensional entry (256x256 tiles, 4 CTAs, one cubin per data type) and should_use_high_dim_tile selects it at the sm_100 thresholds (n >= 1000, k >= 1536) as a starting point.
On the B300 the generator emitted and linked fused_1nn_{float,half}_i32_hd_sm_103_cubin, and Top1nn* (9/9), NNTest_fp32_fused* (46/46) and NNTest_fp16_fused* (6/6) pass. Send the tuned 10.3 numbers (tile shape, occupancy, num_ctas, and the crossover you want) and I will put them in the matrix entry and re-run the same checks.
sm_103 only needs its own tile configuration. Once the tile is tuned, the
crossover back to the legacy path for large high-dimensional candidate
sets, and the tests written around it, are not needed.
This removes prefer_cutile_top_1_nn and the automatic-selection changes
that used it, along with the crossover and high-dimensional cases added to
cover them. cuTile stays enabled on sm_103 and keeps using the shared
sm_100 tile configuration until the tuned sm_103 numbers are available.

Thanks @huuanhhuyn — removed the fallback and its downstream code in 182261e: prefer_cutile_top_1_nn and the automatic-selection change that used it are gone, along with the crossover and high-dimensional cases that covered them. sm_103 now goes through the same selection as sm_100 and keeps the shared sm_100 tile entry in fused_1nn_cutile_matrix.json.
When you have the tuned 10.3 tile sizes I will give sm_103 its own entry in that matrix and re-run the B300 checks against them. Happy to take them as a patch here or in a comment.
sm_103 now registers the high-dimensional cuTile entry (256x256 tiles, 4
CTAs, one cubin per data type) the way sm_100 does, and
should_use_high_dim_tile selects it for n >= 1000 and k >= 1536, which is
the region where the strict tile was losing to the legacy path.
The tile shapes start from the sm_100 high-dimensional configuration and
are meant to be replaced by the tuned sm_103 numbers.

Exercise the sm_103 four-CTA high-dimensional path.
For 16-byte-aligned inputs with (m, n, k) = (100000, 1000, 1536), both FP32 and FP16 launches can select the new four-CTA high-dimensional cubins. The existing smoke test does not exercise fused 1-NN, and the reported strict and relaxed cubin checks do not cover this path.
Launch both high-dimensional cubins, synchronize with a timeout, and compare their results with a reference.

Adopt the tile shapes measured on sm_103: FP32 strict 128x256x32 and
relaxed 256x256x64, FP16 strict 128x256x64 and relaxed 256x256x32, both
with occupancy 2 and two CTAs, and drop the separate high-dimensional
entry for this architecture.
sm_103 therefore picks the strict or relaxed tile by the usual rules,
without the high-dim crossover added by the previous revision.

Done — ran pre-commit. cmake-format was the failing hook: it rewrapped the Tile IR gate comment in cpp/CMakeLists.txt and expanded the target_compile_definitions call in cpp/tests/CMakeLists.txt. Both are in fea185ea; cmake-lint passes on the formatted files, and the other hooks (ruff, clang-format) were already clean.
