Remove redundant import/CLI tests and unused Python-version settings from the Conda recipes, avoiding additional test-environment solves, installations, and interpreter startups during builds. A separate CPU-only job installs the built packages with their runtime dependencies and checks their imports running alongside downstream GPU tests rather than delaying their start.
