CLI should have logic for official and experimental Runtime releases #322
Description
Sometimes NativeScript will upload experimental versions of Android and iOS runtimes (e.g. "tns-ios-0.9.1-iOS8.2").
When platform add or update is performed CLI should add/update to latest stable version.
