Creating project hangs on Windows when yarn is set as package manager

Describe the bug
When yarn is set as package manager, tns create ... command hangs on Windows.

To Reproduce
Execute on Windows

1. tns package-manager set yarn
2. tns create myApp --js
   The command will hang.

Expected behavior
The command should create project.

Other commands will probably hang as well, for example tns platform add ... , first tns run, etc.
