hydra_machine_build_duration_bucket Prometheus labels changed unintentionally

Describe the bug
Previously we used to have metrics like: hydra_machine_build_duration_bucket{le="60"}, but now they look like this hydra_machine_build_duration_bucket{le="60.0"}. This potentially breaks alerts that rely on the exact labels.

This can be seen most easily on the official Hydra's Grafana
