Description

New OpenCTI capability "manage taxonomy" prevent creating data.
When a vocab cant be created in the process of a data ingest, the worker stop and report an error instead of continuing the process.

Repro case

1. Deploy a platform with import stix connecetor
2. Import a stix bundle that contains a report with a unexisting vocab.
3. Create a user with no right to manage taxonomy
4. Upload the file with the user
5. Report is not created

Expected

We expect to have the data created without the invalid / not created vocabulary
