error creating new user

Describe the bug

when i try to create a new user (user or admin), no invite is created and the the dialog box doesn't respond. in the console, i see the following errors messages.

Reproduction

create fresh docker container, try to create invite for new user. dialog hangs, doesn't respond.

hmm, not sure what's happening. don't think this is completely fixed.

or is this problem on my end?
