This github action is meant to add the tool-specific README to dockerhub and quay.
It likely requires creating new SECRETS, which I could create, but I want to be sure everyone is okay with the idea.
One secret needs to have Read, Write, & Delete permissions on dockerhub.
The other needs Administrator or Creator permissions on quay.
