new license LicenseRef-scancode-mgb-1.0 created in DejaCode enterprise and public. Permissive.

@AyanSinhaMahapatra Please synchronize when you have time, thanks. Also please note that there are important URL values and notes in the license definition (but I think your synch routine usually gets all that).
