Load nuget-inspector data

As follow up to #743 we should have a feature to process nuget-inspector scan outputs

1. Have nuget-inspector create outputs in ScanCode format or some SBOM
2. and/or integrate the call to nuget-inspector as pipes in the new general d2d pipeline or deps pipeline, and available as a pipe
