Request to restore label job_workflow_ref

This label was removed in PR #3671, but we need it back. Without label job_workflow_ref, we cannot determine which PR and workflow the metrics are associated with using only the job_name.

While PR #3975 introduced the capability for users to disable this label through settings if unnecessary, I think the default behavior should be to include label job_workflow_ref. Users can then opt-out via configuration if they prefer.
