Otherwise the {COCO,VOC}AnnotationTransform is evaluated
at the time of the function definition during module import.
Subsequently the import will fail if one dataset data folder is not
present on the filesystem.

This is a small fix to avoid instantiating {COCO,VOC}AnnotationTransform during the module import as they require various dataset files such as coco_labels.txt to be present on the filesystem. Therefore I think that it is better to defer the instantiation until the dataset is actually used.
