Fix format and remove `paths-ignore` option.
* Update trigger rules. * Narrow down cached paths. * Fix yaml format.
Add a dummy workflow to handle skipped but required branch protection status checks (https://docs.github.com/en/pull-requests/collaborating-with-pull-requests/collaborating-on-repositories-with-code-quality-features/about-status-checks).
Create a config file for automatic generation of release notes from pull-request labels. See https://docs.github.com/en/repositories/releasing-projects-on-github/automatically-generated-release-notes#configuring-automatically-generated-release-notes.
Remove `CHANGELOG`-checkbox, because release notes are from now on generated automatically.
