Switch to newer OpenApi generator (7.18.0) and add auto-upgrade open-api when "ci upgrade" is run

The new 7.18.0 open-api generator is going to be soon released with the fix to remove deprecated urllib3 getheaders method: OpenAPITools/openapi-generator#22520

We should upgrade to this version and also update our breeze ci upgrade command to automatically upgrade open-api-generator - currently we have the openapi-generator version stored in the breeze release-management prepare-python-client but we do not regularly update it when they release.

I think those are already quite explained - finding your way through the code by following some directions (about the breeze command ) is part of the task.
