Document the shortcut process for preparing first RC candidates directly from
v3-X-testwithout opening a PR to
v3-X-stable. This is useful for early RCs that are unlikely to beapproved on the first attempt due to bugs found during testing.
Includes a link to the Tests workflow filtered by push events on the relevant test branch,
which the release manager must verify before cutting the RC.
